The Floyd County Board of Elections and Voter Registration holds regular meetings on the 2nd Monday of each month at 5:00 p.m. in the Floyd County Board of Elections and Voter Registration Office, located on the ground floor of the Floyd County Administrative Building, 12 East 4 th Avenue, Rome, GA.

Voter Qualifications
To register to vote in the State of Georgia, you must be:

  • A Citizen of The United States
  • Legal Resident of Georgia and of the County in which you reside in
  • At least 18 years of age by election day

Also, you may not register to vote if you are currently:

  • Serving any sentence imposed by the conviction of a felony
  • Judicially determined to be mentally incompetent

In the State of Georgia, you do not have to register by political party to vote in the State’s Primaries or General Elections.

 You May Register To Vote At Any Time, But You Must Be Registered By The Close of Registration Prior To An Election If You Wish To Vote On Election Day.

If you are registering for the first time in Georgia and you register by mail, you are required to show one of the 6 acceptable types of identification by: 

  • Mailing a copy of the identification with your voter registration application
  • Providing a copy of the identification to the registrar during the absentee voting process, OR

    By showing one of the acceptable identification when voting at the polling place

Acceptable Forms of Identification
When you arrive at your polling place, you will complete a voter's certificate which asks for your name and residence address. You will then present the certificate and proper identification to the poll officials who will verify that you are a registered voter in that precinct by checking the voters list for that precinct. Voters are required to present identification at their polling place prior to casting their ballot.

 Proper identification shall consist of any one of the following: 

  • a Georgia driver's license which was properly issued by the appropriate state agency; 
  • a valid voter identification card or other valid identification card issued by a branch, department, agency, or entity of the State of Georgia, any other state, or the United States authorized by law to issue personal identification containing a photograph;
  •  a valid United States passport;
  • a valid employee identification card containing a photograph of the elector and issued by any branch, department, agency, or entity of the United States government, this state, or any county, municipality, board, authority, or other entity of this state; 
  • a valid United States military identification card containing a photograph of the elector;
  • a valid tribal identification card containing a photograph of the elector.

A first time registrant by mail may also provide one of the following additional forms of identification: a copy of a current utility bill, bank statement, government check, paycheck or other government document that shows the name and address of the elector. 

If the elector is a first time registrant by mail who did not provide one of the acceptable forms of ID at the time of registration this voter must show proper identification. If the elector is unable to show identification at the time of voting they may vote a provisional ballot which will be counted only if the voter presents identification within the 2 day period following the election.

OR you may obtain a voter registration application at any county library, county registrar, city hall, or other permanent registration site throughout the state and mail it to the secretary of state's office. One may also register when obtaining or renewing a driver's license or when applying for various kinds of public assistance, such as for food stamps, Medicaid, WIC, or temporary assistance for needy families. In addition, offices primarily engaged in administering programs for persons with disabilities and all military recruitment offices.

The deadline for registration is at the close of business on the 5th Monday prior to a general primary, general election, or presidential preference primary. If such a Monday is a legal holiday, the deadline is the close of business on the following work day prior to such elections, dates vary for special elections.

Where do I vote?
Each voter must vote at the polling place designated for the precinct in which the voter lives – the location of your polling place is located on your precinct card. You may also call the Secretary of State Voter Information Hotline at: 1-888-265-1115 (this is an automated service) or search using the following link: Find your polling place and elected officials

Absentee Voting

To vote absentee you must meet at least one of the following requirements:

  • You will be absent from your precinct from 7:00 a.m. until 7:00 p.m. on Election Day.
  • You are 75 years of age or older.
  • You have a physical disability which prevents you from voting in person or you are a constant caregiver of a person with a disability.
  • You are an election official. You are observing a religious holiday which prevents you from voting in person.
  • You are required to remain on duty in your precinct for the protection of life, health, or safety of the public.
  • You can request an absentee ballot by mail and will not be required to provide a reason for requesting the absentee ballot. NO REASON REQUIRED BY MAIL ABSENTEE .

An elector may cast an absentee ballot in person at the registrar's office during the period of Monday through Friday of the week immediately preceding the date of the primary, election, or run-off primary or election without having to provide a reason.

How to Vote Absentee
If you meet any of the above requirements there are two ways in which you may vote absentee:

  • In Person
    Make sure you meet at least one of the requirements listed above to vote absentee.

    OR

By Mail
 a. Print the Official Absentee/Advance Ballot application by clicking here.
 b. Fill out the application completely.
      Be sure you fill out all appropriate fields and sign the application.
 c. Mail your ballot to:

d. Your application will be reviewed and upon approval an absentee ballot will be mailed to your address.
e. When you have completed the ballot, it may either be delivered in person or mailed to our office. Each individual must deliver his or her own ballot, unless the individual is physically disabled.

Advanced Voting
Advance voting allows any registered voter to cast a ballot IN PERSON the week prior to an election. Here’s how it works. Simply fill out an application and provide one of the forms of identification as required by law. You will be issued a ballot to cast. It’s that simple! Please note that you cannot advance vote on the Monday immediately preceding the Tuesday Election.

  • No Reason Required
  • A week prior to any Election.

 Electronic Voting
The 2002 General Election was a milestone in Georgia history. Georgia became the first state in the nation to successfully implement a statewide uniform electronic voting system. This successful transition, at a time when many naysayers said it couldn't be done, was the result of an in-depth analysis of the accuracy and accessibility of available voting systems, a statewide voter education and poll worker training program and an unprecedented partnership between state and county governments. Georgia voters young and old expressed confidence in the new voting system and Georgia's under vote rate was dramatically reduced.

Floyd County uses full-function electronic poll books in elections. Electronic voting:

  • Provide immediate, automated voter verification at each precinct
  • Link the voter registration system, voting system and polling places
  • Eliminate costs associated with printing paper poll books and updating voter history files
  • Reduce provisional voting and calls to election central
  • Automate upload of voter history data
  • Streamline and simplify election day process for poll workers
